If you mean changing govs then yes, it affects a % of everything depending on networth

if you plan changing govt then put max military and techs on sale at high price and do planned strike to put rest troops, jets and tanks away and then spend most of your money on bushels and put those on market for sale at high price and then change govt.

You won't lose turns or land, but buildings, mil, tech, basically everything except for oil is affected.
