boxcar is hosted by qz not by pang. so if qz has downtime we can't access to game or boxcar.

Correct! irc.earthempires.com and img.earthempires.com are hosted by Zarcon; technically the IRC is two nodes, the main EE server joins the irc.earthempries.com server, and they form a network that way... that's why you get the occasional netsplit...
