not judging, but I am beginning to see why scode likes them so much

they are called Maori's, no they dont all go round wearing that fluff, only at ceremonies. Its old and outdated and not many people really care for the customary Maori welcomes anymore. (though a Hungi, i could go for a good hungi every day! (Thats how they cook there food))

The touching the noses thing is another of their customs, similar to how euro's kiss on the check i guess. both seem fluffed up to me, whats wrong a good firm handshake!
