So I had a couple questions... I landgrabbed someone that was trying to act like a bot - ate a nuke in return - and am 2.9mil nw and "he" is 5.2...

I can't send a missile, do an AB, sabotage his missiles, or even steal tech (which the GDI desctiption says is even ok for GDI countries). It keeps saying I have to declare war because he is GDI, yet there isn't even a declare war option in the war room?

1. for a nuke I should be able to do whatever I want to him even though he is GDI (I am not btw)?

2. Shouldn't I be able to at least steal tech from GDI country?

3. How do you declare war in Express?

4. Does he "one missile" somehow only count as "one attack"?

Your first clue it wasn't a bot probably should have been the fact it had GDI.

1. You are correct. You must be typing in the wrong number. What country are you and which number shot the nuke at you?
2. Only if a GDI country has attacked you twice
3. You can't.
4. If he shot a missile at you, then you must have hit him twice at some point.
a) hitting twice means (committing two of any combonations below):
1 SS
1 PS
1 bomb banks
1 burn bushels
1 burn oil

1. Nope. Even a missile counts as a single attack and does not break GDI (this also answers #4).
2. Nope. GDI protects against steal tech (even though you are correct that the description says you should.)
3. Nope. Can't do it.

Are we to understand from your post that you have attempted these special attacks and ops, and been rejected? You hit someone under GDI protection 1 time, and they responded by sending a nuke?
I would agree that perhaps you are entering the wrong #. I'm still learning GDI myself, and didn't think it was possible for a GDI to hit after only 1 attack.
Check the back of your computer, if the network card is not flashing when you make your attempts, it could mean a faulty NIC or virus. Try looking at porn, if several pics and vids play, then it most likely is a virus, or qzul cornholed the code Fing with the bots. Either way you should be fine. Has anyone suggested joining GDI yet? I understand that eliminates any issues that interrupt safe and predictable gameplay.

Assuming you are #73, and the other country in question is #55, 55 joined GDI between 2015-05-13 19:40:01 and 2015-05-14 20:40:01 (more specifically in a 5 minute window directly before this time). Your first attack occurred 2015-05-16 16:55:07.

Not to be an ass, but if you're picking your targets out of the scores window, or EEstats, might I recommend using a ruler or some kind of straightedge?
