I do think there should be a GDI-like option that turns off availability of ABs/guerilla/missile strikes unless you hit a player or their formal ally, and you can't access these ops either unless a player hits you or your formal ally.

With diminishing returns on, since the game is so short, if a few people attack a guy, no one else will be able to get any acres from that player.

I notice this can be exploited. A country can go all Jets, go around harvesting other people's land, and no one can get land back even though he has no defense. If they attack him, they won't get crap.

Here is a sample. Chaoswind is all offense. He attacks players and gets 700 acres, players attack him and even though he has 11,000 land, thanks to diminishing returns, they get about 99 acres.

well I'm angry now, I log in and find the same stranger who I never attacked or did anything to has hit me with 11 more attacks for absolutely no reason, lots of them ABs that destroyed loads of tanks. I had 17m nw when I logged out and have under 14m nw now. He also hit me with a whole ton of missiles but my SDI basically blocked all those. I'm sure he's very pleased that I'm upset. So he's now cost me over 5m networth just in the last days of the round and I can only assume he's going to keep attacking me until the round is over.
