Pacts timing should be reduced in Express

1) To allow legit tech starts(so people wont accuse you of having leeching tech for 24 hours)

2) People have sent me useless pacts in the past like (Off / Res / Trade) during the game and never taken it off. I farm them 24 hours before the set ends then accept the pacts, and they cant do anything to me. :)

pacts should be removed from express, or at the very least players coordinating strategy based on allies, ie tech allies, should be deleted immediately and never be allowed to play again.
