For a tag based server:
Turns or decay on a techer
Building costs on a landtrading casher or farmer. Turns if not landtrading.
Expenses on a Commie Indy
PM regen if playing a tech-start TMBR.

Expenses if playing a non-techer on an individual server. Turns or decay if playing a techer on an individual server.

Myself, decay and then PCI booms. I also pop a few points into luck. But that's strictly because I exclusively play cashers.

Rockman has a more generalized answer for those playing multiple strats.

Does defense work for war countries? Typically I do luck as dict/tech countries so I get loads of missiles. Would a 5% defense bonus on top of weapons tech and dict +15% really make a dict a pain to kill?

Turns >>> Defense for a war country IMO. I guess that depends on what point in the set you're warring though. For netting countries listen to everything rockman said. Although I'm not sure decay is worth it at all anymore

What about Luck vs Turns?

I typically like luck for extra missiles, green pops and spy ops.

Add 5% luck to 5% warfare and you can get loads of missiles.

I use building costs then start using turns when stocking or decay... I am more biased towards building costs for my main one because I haven't tried any other ones.

I usually go with res decay if I'm gonna be able to get atleast 90% of the points, this set I'm giving bldg costs a go for some massive and cheaper acres
