It's simple, there are bots hosted by owners of domains that will register an account on a forum and advertise their product or whatever service they promote. They usually target PHP based forums, and it's relatively easy to block them, the domain this one came from must be relatively new.
When I had my domain up, I had to constantly block bots like these to keep my forums clear from relentless spamming by these kinds of bots. The owners of this one seem to be well-intentioned tho as it's only posted once, others will quite literally spam the fluff out of your boards.
