The Global Defense Initiative (GDI) is an organization which enforces the rules of war between member countries. All countries are members of GDI and cannot revoke their membership. GDI membership is free from any monetary costs.
Definitions:
* A "standard attack" is a standard strike or planned strike.
* A "special attack" is a guerilla strike, bombing run, artillery barrage, or missile launch.
* An "informational spy op" is spy, spy on alliances, market spy or military Spy.
* A "stealing spy op" is bomb banks, raid food stores, or raid oil reserves.
* A "harmful spy op" is any other type of spy operation.
* An "offensive action" is a standard attack, special attack, stealing spy op, or harmful spy op.
Rules of War:
* During the final six hours of the round, only information spy ops are allowed unless the target has already engaged in one or more offensive action against you. All offensive actions are otherwise banned.
* You may perform a standard attack, informational spy op, or stealing spy op against a target that is within 25% and 400% of your networth.
* You may perform a informational spy op or stealing spy op against a target that has performed one or more offensive actions against you without any networth restrictions.
* You may perform a standard attack or special attack against a target that has performed two or more offensive actions against you that is within 25% and 400% of your networth.
* You may perform any type of spy operation against a target that has performed two or more offensive actions against you without any networth restrictions.
