"Spy operation damage for many operation types has been reduced by 1/3 but spy technology now increases the damage done by those types."

Any reasons for this change?

If I'm running a Tyranny with 145% spy tech, is that enough to cover back the 1/3 reduction?
Or any formulae/guidelines on the spy tech level to cover back the 1/3 reduction?
