as a admin you should not be able to step in and say you two can not fight anymore, your place as a admin is coding really. If you want to make alliances have peace you need to run a alliance and say if you all keep fighting over stupid fluff I will kill you myself. Just my thoughts, but you could change the code to make the attacking alliance weaker i suppose.
