I could've sworn I got both turns and acres when logging in just a couple hours (~6 hrs maybe?) after the alliance server had started. I figured this was because I had created my country previously and had logged in to it (all you get is the "game hasn't started, click here to go back to the portal" msg).

*shrugs* I don't know.

EDIT: I just realized I could check this. I logged in and looked at my news feed. 5 hours after the alliance server started, I received 20 free acres, but 0 additional turns.
