save whats in red in a file called edittopic.pl anywhere you want.

Go to xchat > load plugins or script

Find where you saved it, and bam, now all you have to do is type /edittopic in the channel you want to edit the topic.

That's damn sweet

Now I'm not running xchat any more =/
