Luck for the random PCI/indy/bushel boosts in a turn. Also for things like workers strike and earthquakes.

it also helps with exploring, missile production, etc.. basically anything that is randomized.

oh so it can be good or bad isnt it? since u might get an earthquake or strike as well as get boost in indy etc

It affects explore gains, missile production, time for goods to reach the market, success on spy ops
It does not affect PCI/Indy/Farm/Oil booms/busts or earthquakes.

I didn't realize that, seems like it would need affect those in order to be very useful.

as i understand it it shifts the gaussian curve coded into the game for "random" events towards a more favorable outcome for missiles, explore rates, spy ops, and market events.
