It absolutely cuts down on expenses from a large military.
Building costs is most helpful if you're going to self-farm to large acreage counts (especially if your goal is 100k+).
Resource Decay is most helpful if you'd like to destock early and take advantage of higher bushel rates on the public market (but it does make you more vulnerable to having some of your stockpile of cash stolen on landgrabs if you're not going TMBR right away and getting huge NW wise).
I haven't done anything where expenses seemed like the best option, but being someone who doesn't really do the math as much as players like AJ, my guess is if you were playing a military heavy strategy, like an industrialist, this would be most helpful.
