Yes, they can.

Military bases give a linear drop in private market prices, with a max of 25% decrease if they occupy 100.0% of your land.

Thus, the maximum decrease would be .817*.75 = 61.275% of normal prices.

I tried Dem MBR because of the max tech % and the zero taxes on the public market. I know that Theos have a tech % disability. I'm loving the no taxes and the 98% SDI.
