Let's say a country has 0 spies. What's the likelihood that such a country could successfully spy a dict with around 8 spal?

either: they sold some spies OR the minimum chance of success applies even when one has 0 spies (game mechanic bug) or someone else spied on their behalf and passed them info.

If you think it's a bug or something illegitimate pm me the countries involved (numbers) and I'll check it out.

There is indeed a bug that allows countries with bad SPALs to get an op on those with, for example, dict + 7m spies.
