Game of thrones reference? Except that Bismark had a *much* better quote involving iron... also something about it not being the time for long speeches, perhaps this wisdom is somehow lost on this war declaration.

All in all I cannot imagine a small enough number suitable for rating this out of 10. That, and the negative bias is drastically increased by failure to deliver on promised be.
