Why exactly did the govt shut down?
because the republicans were demanding that the individual mandate be delayed for a year and the democrats flat refused to negotiate with them over it, correct?

With the president changing the rules yet again, this only vindicates what the GOP and Ted Cruz/Tea Party were talking about.
This marks the 14th change to the bill that the president has made WITHOUT congressional approval. Apparently, Nancy Pelosi was wrong when she said "We must pass the bill so that you can see what is in it" https://www.youtube.com/watch?v=hV-05TLiiLU . The president is changing it, unilaterally, faster than we can see what was originally in it. He is doing this while blaming the Republicans for trying to make the changes that he eventually makes, before it gets to congress.
