Let say I use a turn without enough resources (cash or food) what's my damage be like to my country?

Is land affected?

I know my some portion of my military will leave but how much? In troops, tanks turret or jet.

It's a percentage of your units. Don't remember if it's 2.5% or 3.5%. It's about there.
