you are supposed to attack a country with special attacks or grabs, and then use spy ops or missiles to regain readiness. since dictator doesnt ave vety many readiness turns (25 readiness turns for every 152 attacking turns) then it isnt that great of a tactic. Tyr is much better at war because it can take advantage of attacking and opping a country (25 readiness turns for every 19 attacks)

any other form of attacking is inefficient.

edit: tyr better for solo server war. dict other advantages, has uses in clan wars where you have support.
