You can't fill a standing order with no cash? Do you mean you have to take turns for some reason and a standing order purchase has denuded you of cash.

If so can you not sell on the private maket to generate funds for the turns you need to take? Spies are usual.

I don't know the answer to your question but I think the portion of your military that departs is 3%. You need confirmation on that.
