I have been attacked with guerilla strikes and spy ops that lowered my population but after 30 turns I don`t recover I get +40 population no matter how many acres I gain or how much res I do and I have 6600 labs which are 80% of my land but only do 400 res (20% of what I used to do.What gives? have the rules been changed so that recovery is impossible?

See pm, although I am sure some warmonger will be along shortly to give you some more specific advice.

if you're under 20 percent of your total population.. you'll only gain +40 pop per turn. you'll just need to run turns to recover.. that's why GS hurts now. set your tax rate to 70 percent. you'll get high production because your max pop is lesser.
