Some countries when i click on them i see the news saying they got bonus turns but they dont really get them. 16 countries have the same turns and when i click on all of them to check news and refresh the "control" tab, a couple always dont get the bonus turns...anybody else notice this?

Some people have told me in the past that something like this happens, but i'm not totally sure what circumstances, or what's going on; hard for me to track down if it's so vague
