They don't tag up for the first 3-4 weeks to avoid unwanted attention.

As I understand it, people participating in the warmonger challenge will be tagged with their orginal allainces up to close to the start of the the mutually agreed war time.

last player standing in 1 player tags or untaggeds just wouldn't work since we would get farmed and getting dnh to all 27 tags would be hefty work and still it wouldn't guarantee that we wouldn't get grabbed by outsiders.
